Price of 70c postage stamp increases to 72c but not available for sale.

I was in my local Post Office yesterday. A woman in the queue wanted to purchase a book of the new priced 72c stamps. The 70c stamp goes to 72c as and from today.

She was refused. She was told that they could only be sold from the 21st.

Why are people not allowed to purchase these stamps in advance?

€0.72 seems very expensive to send a letter but, from your link;

Yet another example of urban dwellers subsidising rural dwellers.
