Planning permission on national primary route

Hi
I want to build a house on my parents land.
Local need should be okay- moving back home, elderly parent, will get job in local area, asset to wider community.
Problem is the land is on a national primary route. We can ask my aunt to share an entrance. Apparently the national roads authority are the place to ask not the county council. This info is from a friend of a friend and dont want to prod for any more information. Who do I employ/ what do I ask/ who do I ask in the roads authority/ can I ask myself? Dont want to spend lots of money if it's totally impossible.
Also I'm in my forties no kids Is that a factor?
Would appreciate any feedback.
 
simple answer is a probable no ... but depends on a number of factors ... employ an agent (surveyor/ architect / engineer ) - I’m sure you have access to other roads and not directly onto a national primary ...

Your agent will engage with council and review relevant requirements.

The council are the planning authority - not the NRA/ TII. They will be consulted if you make an actual application.

you haven’t said what road your parent’s house is accessing - which appears not to be national primary...

your agent can organise a ‘pre planning ‘ meeting with council to discuss your proposal

Hi Homefish. Whatever about the possibility of the build, be factoring in a hefty development charge to the Local Authority / Co. Council for their services such as water, sewerage etc, even if you provide all these services yourself.
Even allowing for building down a lane off a N road they might still require modifications to the entrance/exit onto the main road, for a new build. You might have to get an engineer who specialises in roads to advise.
 
Hi Homefish - would be interested to know how this went for you and what issues (if any) you encountered with the council/TII? I am in a similar situation myself but the county council planning dept seem to be none the wiser as to how the TII might act.

The way it works is that the Local Authority are the planning authority and they decide to grant permission or not. TII (formerly the NRA) are a consultee when the site is adjacent a National Road. So if you apply for planning, the LA will invite comments from TII but are not bound to act on them. TII normally respond saying that making a new entrance on a National Road is not a good idea. The council might decide to take that into account by adding some conditions to the planning, or by refusing. In my opinion, the best thing you can do is this.

1) Write to TII Safety section asking them for a map of the Network Safety Ranking for the location in question. This will categorise the road at your site into Very Good, Good, Bad, or Very Bad (I'm paraphrasing) . This will be useful for you to know how much of a challenge it will be.

2) Have a look at the planning website for your Local Authority and pick out a recent planning application on a National Road. Then read all the documents and see what happened in that case.

3) Armed will that information, go and have a pre planning meeting with your planning officer and just ask what they think of this issue (and any other issues while you are there).

You might decide to hire a local architect who is used to all this stuff and they will help you with all of the above if you wish. You can do it yourself but it will be slower.

Good info there 3CC. On the lat point, it might be good to bring photos of the location showing sight lines from the proposed entrance or aeriel views (Google maps) showing what they might be with any hedgerow removed.
