Depending on the size of the company and the HR practice, the cover letter may never be seen by the interviewer. Anything you want considered by the interviewer should go in the CV and furthermore if you get to the interview stage take a copy of the CV with you and give it to the interviewer if they have not got your original - some times HR like to summarize the application for the interviewer, or computerise it to a standard format.
Personal details first. Then a short personal profile.
Personally, I don't read cover letters. Not to say that some companies don't but most large companies now use software to scan cv's for key terms. Cover letters don't come into it.
