Looking at my statement of social insurance contributions throughout my working life I see some years are 46 or less... do these count toward State pension or do you need the full 52 to qualify each year and anything less is a lost year?

You do not need 52 each year.

At the moment it's the average per year that matters.

Soon, we move to the TCA.
