Online Internet Business

I want to set up an online internet business whereby people can advertise their services and give quotes to people.

Can somebody give me some advice in regards to how to be able to do this?

Do you know any resources in regards to websites, organisations who deal with helping people set up an online internet business?

How could do this as cheaply as possible?
