Oil stove...non-boiler.

We installed an non boiler oil stove just a year ago. It is a Harmony 5 and worked very well over the winter. Turned it if in April and was advised before starting it up to adjust some arming lever; apparently, if the stove is off for a long period of time it needs this adjustment. Only thing is it is difficult to access.

Any experts out there to give advice on this? Would I be wasting my time trying to star it anyway? Will I have to get the guy who commissioned it to get it up and running again? Am not an expert in this area at all!
