Offer on house under our budget?

Hi,
Myself and partner have just received approval in principle. Delighted. Just wondering if we go to view a house that is above our budget can we place an offer that is a good bit below the asking price or are we been ridiculous? What is the market like now. Are houses going for more than asking price still or less?

You can never know the real reasons why houses are being sold.
Sometimes there is a necessity to off-load that has little to do with higher/lower prices.
By all means bid ,the worst is that your bid will be chucked out, and you never know, you might get lucky.

i am in Dublin and at the same prOcess. it looks like it is 7 to 10 % under asking price. Best to check properti price register.
