Mortgage without planning permission

just found out this morning that I have been asked for a second set of further information on my planning application. This despite being as thorough as possible on last information returned.
I want to proceed with applying for a mortgage - do Banks give approval without planning or can they give approval in principal with condition planning permission is granted? Going to use NIB.

The bank can still approve the loan, but they will make it a pre condition that they receive confirmation that full PP is in place, and they will not release any funds until they receive this.
 
The only lender to issue a mortgage offer without full planning permission is First Active who will offer based on outline planning permission. Approval in principle, based on you fulfilling the lenders criteria for the amount you wish to borrow, can be issued by any lender and is then subject to the property offering sutiable security for the loan.
