Mortgage for stamp 1 resident

A friend is non-European , working and living in Ireland since 6 years and holding a working permit with Stamp 1 type of residency .
He tried to apply for mortgage ( directly or through broker ) with no success for the reasion he doesn't hold stamp 4 residency .

Are you aware of any Bank/Broker that accept his criteria ?

He applied a year ago and it is getting more complicated with the current system - almost no hope to get it before few more years
