mat benefit eligibity

I was made redundant from last job in jan 2003 and received unemployment benefit for all of 2003 until i returned to work in Jan 2004. as far as i can gather the mat benefit works off previous year worked. so does that mean if i have baby in year 2004, then I am entitled to mat benefit, but if i have a baby in 2005, i won't be entitled to anything as i did not work????
 
The qualifying year for most PRSI related welfare benefit payments is usually two tax years previous (e.g. for claims in 2004 it would be your PRSI contributions up to and including 2002 that matter). This link should clarify the Maternity Benefit qualification criteria:

Whenever one is not covered by compulsory PRSI payments (e.g. as an employee) one may be able to elect to pay voluntary PRSI contributions but unfortunately these do not count in respect of certain benefits including maternity benefit, UB, treatment benefit etc.
