Local Authority Drainage connection charges

We're halfway through a small build job - new garage at the end of the garden backing onto a lane ( 5-6m wide) being part of it. We need a drainage connection ( not sewage) and had allowed what we thought was a generous 3K for that. Its 5m length, 1.5m depth and 1.25 mm diameter. Local authority have requested a payment of 9K.

Does anyone out there who knows their stuff think that this is a lot of money? Too much? But is there any way to negotiate, appeal or discuss? They reckon 4 men, 4 days and all manual as insufficient room for truck/machinery even though builder has managed with his truck.

Any thoughts or ideas welcomed.

Just an update on this, March 07 I contacted Dublin City Council about drain reconnection, for a house in fairly central Dublin. the standard charge is approx 2000 euro per meter.
