Local Authorities leasing social housing

It seems local authorities are now going to enter into long term leases on unoccupied housing rather than build new social housing. Does anyone know who these properties will be leased from? Are they only dealing with large developers with large numbers of properties or will they also lease from individuals interested in opting for a long-term lease rather than renting short-term?
 
The local authorities already have a scheme for leasing from individual landlords - it's called the Rental Accommodation Scheme.
 
the local authorities will lease directly from the developer if the developer signs up for it - the problem with this scheme is that developers are abusing it to get an easy bail out from the taxpayer and situations will arise where they will try and lease out every unsold property in a development without a second thought to the welfare of the existing privately purchased occupants.
The local authorities on the other hand will only be too glad to get credit for getting people off the housing list without any need for an impact review on their part - I hope the department of the environment as payors are willing to properly review each case individually and not just go on the local council 'assessment' -
 
Not sure what LA you are in, but Dublin City Council are taking houses from individuals for long term rent. The house needs to be in very good condition before they will accept it though.
 
Does anybody know where you can get a list of the new developments being leased for social housing?
