Life Policy Assignment for Mortgage

Hope that this is in the correct section.

We've changed Life Insurance policies and BOI Mortgages have sent an Assignment of Life Policy form for us both to sign. It also requests that this be signed by an 'Independent Witness'.

My question is who can this Independent Witness be? Does it have to be our solicitor (time/money), can it be our accountant (get it signed and stamped tomorrow) or indeed can it be my brother-in-law (signed tonight sent to BOI tomorrow).

I would add that the last line of the conditions states..

IN WITNESS whereof the Assignor has hereunto set his hand and affixed his seal the day and year first herein WRITTEN

brother-in-law will do. what's the worst thing that can happen ? - they can only send it back, requesting somebody else to witness - no big deal.
