Leaking Toilet

Just noticed toilet cistern is leaking slightly. It seems that where cistern meets toilet seat there is a slight leak which drips onto bathroom floor. I'm pretty sure its just as simple as a new washer or seal but does anyone know the best way of emptying cistern and taking it off to replace washers/seals without flooding bathroom?
 
Believe it or not, you do not normally have to empty the cistern for this one. If you are careful and do not flush, the water will stay in the cistern while you change a washer.
 
No need to turn off the water. Tie the ballcock up to stop the cistern refilling. Then flush out the water that is in there.
