Laser card charges

My sister was using her bank of Ireland laser card all week with no problems. She went to an atm today to withdraw some money and found that there was nothing there. When she investigated it turned out that a direct debit had come out the previous week which she had forgotten about. This left nothing in her account, her laser card should not have allowed her to make any transactions after this as she had reached her limit. It did allow the transactions but it charged her €10 a go for the pleasure. Can they do this? Normally her card wont work if she doesnt have the money in her account. She racked up €80 in charges because of this in only one week. I feel very bad for her as she doesnt earn much and €80 is an awful lot to her. Is there anything she can do? She rang the bank this morning but she is still waiting for them to get back to her. Any advice would be gratefully received.
