How will this work? Will Revenue copy their files to local authorities who will calculate the charge and bill people in their locality or will Revenue still be in charge of collecting it?

Revenue are in charge of the LPT. Presumably, the LA will make the +/-/no change decision and Revenue will administer, inform and collect the LPT.
 
Common sense would suggest that since it's a self assessment tax and pretty much entirely online, you simply go online with your reference number, declare the valuation band for your property/properties, and based on the relevant LA the appropriate amount will pop up as the amount due.
 
Thank you both for your replies. I would dearly love my local authority to have to account for this money they will benefit from. Perhaps then we could influence how it is spent to the betterment of the local communities.
