I was there around Paddys Day in 2018 and thought it was a good time to go. High season hadn't begun yet so hotel rates were very reasonable and we had no problem getting a restaurant booking. Security was very tight in the airport with multiple luggage scans, I remember thinking this would take a long time at the height of summer. The weather was still pretty chilly, especially anywhere near the waterfront.
