If someone who isnt a accountant or similar draws up a contract for a business arrangement, is that then a legal contract bewteen 2 people?
 
Yes would be the simple answer. In order for there to be a contract in place you need the offer, the acceptance and consideration.

If someone draws up a contract in it the offer will be made. If you signed then you have accepted the contract terms and typically some money will have changed hands. In an employment contract it will be salary or a contract for sale of something the price.

As such a contract would not have to be in writing if a court deemed that offer, acceptance and consideration were in place then a contract was formed.
 
You don't need to be a solicitor or accountant to draw up a contract. A simple contract is where I promise to give you X in return for Y.
