is stamp duty the correct amount?

i bought a site for 62,000 euro it is valued at 90,000 i bought it off my uncle and his wife, so the land before was in both there names. our solicitor has said we must pay stamp duty of 5,500 is this correct? have already asked question before but just wondering does it change when the land was in my uncles and his wifes name, value has gone up to 90,000, please help
