Is CLAIT more Basic than ECDL ?

Is the CLAIT course a more basic type of course than the ECDL course?

Anything useful ? In case it's of any relevance as far as I can see CLAIT is UK specific while ECDL is EU wide (in terms of recognition). There seems to be some useful discussion of the two courses among those Google search results though.
