IP address conflict

I'm getting an error warning "There is an IP address conflict with another system on the network" on my home PC. There's only my desk-top and my notebook on the network. My notebook is turned off so, no new software installed etc... Any ideas what the problem is?
 
From a cmd prompt try

ipconfig

and note your IP address

then

ipconfig /release

followed by

ipconfig /renew

If that works try pinging the old address, if it responds you may have an interloper on your network. Is it WiFi?

although the first thing I would do is right click on the network connection icon down beside your clock and click repair.

the second thing I would is at the command prompt under start, run type cmd press OK. then type in ipconfig /flushdns and press enter.
 
Came across this with two laptops ... both using same IP address to access the net and they caused a conflict with each other.

Strange ... with only one machine on.
 
Access your router interface and see what devices are attached. The URL to access the router will depend on the router. For the eircom shipped Netopia, the address is http://192.168.1.254 and http://192.168.1.1 for the UPC shipped Netgear. If you use the ipconfig command above the router address will be under default gateway.

My thoughts.... Although if someone was going to go to the trouble to setting a fixed IP address so they don't show up on the router's DHCP Server, why use a low numbered IP address which could conflict with other devices.
