I have an employee who works part-time for me.

This particular employee has another part-time job with another employer.

I pay her 200 euro per week. This results in an annual salary of 10,400. This is below the income levy threshold of 18,304. I know this employee earns approx 10k from an another employer. This pushes her over the 18,304. I am aware that respect to PRSI other employment does not have a bearing that an employee may have with your employment with respect to PRSI calculations. However, wondering how income levy should work in this situation

Each employer is responsible for collecting the levy based on the gross paid in their employment only. If an underpayment is recorded because of two employments then revenue will identify this at year end and will collect the underpayment amount directly from the employee.
