Howto Prevent rain penetration of Plaster/Block

After the recent high winds and rain I have been left with a nasty dropdown.
The experts tell me that the problem is cause by the force of the wind driving the rain through the external plaster and the outer block into the cavity. The wall is painted but I am being advised to paint it with a waterproofer.
Anybody out there know of a good waterproofer for a painted wall.
Preferably something that will last a few years.

I have used one called "Thompsons" you can get it in any diy shop it seems to work well on redbricks don't know how it would be on painted walls
 
Hi I work flood defending properties and have yet to come across any paint on products that will effectively stop rain penetration.
We would normally either fix a membrane to the wall and then render it or use a silicon based product like K rend to render over the blockwork.
