Heating problem in nursery

Hello everyone,
I have a heating problem with one of my rooms that I have recently converted to a nursery for junior who is due next week. The issue is the it cannot hold its heat. The house is three years old withthe room in question having three external walls. I have been told that the reg for such rooms is a double rad however the builder is holding firm that this is not the case. Can anyone refer me to regulations that specifically quote the size requirement in relation to room size. Or does anyone have any recommendations to improve the energy efficiency of this type of room?
 
a double rad would probably not hurt but if the problem is that its not holding heat you should dry line the external walls with insulated slabs and then replaster.
