There will be a change from January 2009 for all tenants - it was announced in the budget that the minimum contribution paid by tenants will increase from €13 to €18 per week (so Rent Supplement will decrease by €5 per week assuming no other changes in circumstances).
It sounds like there's been a review of the tenant's claim, with a possible change in income or other circumstances which has led to the reduction in supplement.
