garda reserve: Does anyone know if these have access to check a persons file ?

if in the Garda Station and operating the PULSE system, then yes. One would hope that they would be given all the Garda facilities to carry out their jobs. No Garda/Reservist is supposed to check up on someone just for the fun of it or to snoop.

Just like the expectations / restrictions on Revenue and SW staff then, until someone wins the Euro Millions ...
