We bought house second hand. 4 years old.
I have a suspicion that based on the coldness of our kitchen tiles, that the insulation normally found in sub floors is somewhat deficient.

The only measure I have, albeit non scientific, is that you cannot walk around these days in socks for more than 10-15 minutes without reaching for the slippers.

Is there a more scientific way to determine if I have a sub standard floor ?
 
You could use a device called a "thermometer" to measure the actual temperature of the floor, room, outside etc.?
 
Tiles are certainly colder than wooden floors/carpet, maybe there is a draught somewhere making it seem colder.
