Assume you use the road twice per week:
EFlow Tag costs:
€1 per month account admin fee
€2 per trip x twice per week x 4 weeks = €16
Total monthly cost is €17
Total cost per trip is €2.125
Video Registration:
No monthly account admin fee
€2.50 x twice per week x 4 weeks = €20
On this basis Video Registration would cost you €3 extra per month.

Try and get the tag from eflow that is post-pay . You pay after you travel - there is no charge for the tag and no initial top up fee unlike many of the other tags from other providers.
