Denied access despite land being zoned residential

Just wondering has anyone had the same difficulty here,

Have nearly 6 acres of prime residential land zoned residential land which is no more than 10 mins walk from the centre of my home town,

Been refused entry to the land by the town council, appealed to an Bord Pleanala also and got refused on basis of too much traffic on the road already,

There are only 10 houses on this plot with an opening of a half acres left for entry to the remainder of the land.

Any suggestions would be greatly appreciated.
 
How do you mean that "you have been refused entry". If it's your land and you have access to it, you can enter it as you please.

I presume the OP means that they have been refused permission to 'construct' an entrance from the main road?
 
My apologies, refused entry as in an entrance to construct a dwelling or number of dwellings on the land in question...
