CRO RBN3 Cessation of Business

In reality does a sole trader ever submit a CRO RBN3 Cessation of Business?
I mean as a sole trader you never really finish something! Its not like a company going bust, the sole trader (man or woman) continues to live and *could* trade

I was searching through names on their site, and came across one business whose owner (sole trader) passed away, premises sold years ago, and other business names from the .com era which have long since ceased, they are probably sole traders, but I can't tell without spending EUR 2.50, and I'm not that interested!
 
Business's come to an end for whatever reason, partnerships break up, people die.. RBN3's are filed every single day in large numbers
 
back in the dot bomb days it was all the rage to register an EUR 20 online RBN for the sole purpose of getting a .ie domain... websites long forgotten RBNs still "active"

Because people simply do not realise that they should cease the business
