Cover letter with application form?

Hi, I am applying for a job which I need to complete a pre-printed applicaton form. It would not be as detailed a my CV as there is minimum space for job descriptions/duties. So, I am wondering would it be expected to also send a cover note where I could ellaborate on my skills for the job?
The advertisement did not ask for a cover note with application.
 
It would certainly be no harm including one, but keep in mind they may not read it.

If they are going down the application form route, they may be expecting to get a lot of applications, so don't want to be reading multiple pages per applicant.

I would send it anyway. They might or might not read it but at least you have put it out there.
 
They probably don't want it, that's why they put together an application form - so they can compare all candidates evenly.
 
But if you fill out the application form and have an extra covering letter they can chose to read it or not. Can still base it on just the application form if that is the case.
