Costs of getting approved and kitted out to feed back electricity to the Grid

Last evening I was told that the current situation with the ESB in Ireland is making it difficult to fully realise the gains from electrical generation to produce either Carbon Neutral or Carbon Plus homes.

Apparently costs a fortune to get rigged out with control systems and being tested to allow homeowners to feed their surplus excess electricity into the grid and receive credits for it.

Can anyone comment or clarify?
