Confused about Stamp Duty

My partner and I are in the process of purchasing some land for a self build however we thought that stamp duty would not apply to us as we don't own a previous house or land i.e. first time buyers. However our solicitor tells us we have to pay 6% of the total land cost, Is this correct?

Sorry this question may have an answer in other posts but I was unable to find it, so apologies if repeating.
 
what's the value of the site?
if it's between 80k & 100k then its 6%
 
Thanks Card for the reply, just abit shocked as I thought it was the same for buying or building as long as your a first time buyer, OH Boy was I wrong!!
And yes the site cost is 100k.
