Completion delay - due to ESB

I had agreed a completion date on a house purchase, only to have it delayed at the last minute, because the ESB failed to connect the electricity.

I have incurred costs due to the delay, what rights, if any, do I have?

Is this just another one of those times where developers have all the rights and the buyer has none?

I'm afraid so...in fairness it's not the developer's fault either. ESB apparently have a backlog.
