Cistern so slow to fill, individual droplets rather than flow

This problem happens every few years for some reason. Toilet in main bathroom will go from fine to literally filling like teardrops after a flush, one by one, taking about 8 hours to fill. Eventually it rights itself over a month or so, any idea what it could be and what I can do to fix it now?

Inside the cistern is the filler, and inside this is a diaphragm, its about an inch and a half in diameter. They sometimes go hard, which can cause this problem. Replacing the diaphragm is a cheap way to start when faultfinding a problem like this, as youll pick them up in any plumbing outlet.

You are looking for a large nut that looks like where the arrow points to washer, twist this anti clockwise and the diaphragm is in there..
 
Also, when you open this nut and take the diaphragm out, hopefully the water will start flying out. If it doesnt, it means there's ablockage further back the pipe..
 
What kind of filler mechanism is in the cistern? Is it like the one Chrisboy linked, or is it the older ballcock variety?
