Chimney repair - vents mandatory?

Hi,
We had a leak in our chimney which we got checked out and turned out we had unknowingly had a chimney fire. We are getting the chimney rebuilt at the top. Outside work only. The guys that are going to be doing the work said on the phone that they would have to install vents in the rooms too to bring them up to regulations. Is this correct? We have trickle vents in all windows in the kitchen/living room area and have the extractor fan also along with the carbon monoxide alarms. Do we have to let them install the vents?

Don't get me wrong, I know the reasons people get vents installed but we don't have issues with fire lighting, smoke in the rooms etc.

We also need to replace a flue liner in another chimney which involves breaking through chimney in multiple rooms. Could this be done from the outside of the house as the chimney is on the end of the house?

These might be stupid questions but any info from some pros would be great :)
