Certus and bank of scotland

Is there a complaint procedure for certus? I have a property that is being sold the purchaser has offered 700k I owe 1M, the offer was made 4 months ago!
Certus have not made a decision yet, we have called constantly but no reply.
Can I contact BOS and complain
 
This is ongoing issue with BOSI. I have a similar problem ongoing now for more than a year. Although I get on well with my contact in Certus they cannot even purchase a pen here without reference to their bosses who are Lloyds TSB in uk. The fact is it is impossible to access the person making the actual decision on your case. Not sure where to tell you where to go from here but I know it's a common issue.
