The "Deepartmint" know of the flooding issue before approving the grant and business plan, the farmer did not, yet the "offeeshals" delayed a decision for 3 years and then sought repayment of €25k within a month. We pay these people 30% over the going rate for an equivalent job in the private sector. Why?

Why should anyone get a premium for being more highly educated. A premium for doing a job that requires a high level of education, sure but a premium just for having an education, no.

Cremeeg, I could have put it better, I think a bit more for good education to get onto job , but no premium on increments if you don,t do a good job..

People get paid more for being highly skilled but I have seldom seen a link between high levels of education and high levels of skill.
