car problem - please help!

when I'm at a stop and I'm in neutral with the handbrake up, say at a traffic lights, the engine starts revving even though I don't have my foot on the accelerator or anything. I have to turn off the engine and start again. It then won't start the first time but only on the 2nd or 3rd time will it start.

If anyone knows anything about cars will they tell me what's going on? I'm totally broke and can't afford a mechanic.

Yea an air leak could be the problem used to happen to my old car, but eventually the problem was a green kinda bullet cartridge shape thing that you plug in down under the engine needed replacing cost €35 dunno the technical name for it sorry, the car used to rev and race and sometimes even take off by itself.
 
Coolant temp sensor would be the green bullet type thing.

Same thing happened to my wife's Citroen.

Peugeot & Citroen engines are basically the same...
