Boundary division modification

A friend has a detached house in a row of 9 houses. All houses are divided by a hedge at front driveways leading to a wall between the houses and rear gardens.
The next door neighbour annopunced to him that they are going to remove the 6ft tall hedge and replace with a 2ft wall, resulting in a big reduction in privacy.
No discussion or asking, he was just told they are going ahead with the wall.
He is obviously not happy.
What rights has he in this case, can he stop the wall being built?
 
There is a planning exemption for building a wall within or bounding a garden to the front of a house. It's 1.2 metres or just shy of 4ft.

The only restriction which could de-exempt it would be if the original planning permisison granted specified that the front boundary was to be a hedge and not a wall. You would need to check the original plans and conditions in the Planning Office to confirm.

They can't build on the boundary without your friend's permission. They also can't alter the existing boundary without permission. What your friend does about it is up to how far they are willing to go, and damage they're willing to take to the relationship, if one exists.
