BIK business milage log?

Our company has just introduced BIK milage logs to verify the business milage on our company cars.
We have been using the "5000 mile rule" for years now and deducting 5000 miles from the yearly total but we are told now that Revenue have requested logs from each user to "verify" that the business milage claimed is legit.
Is this a new or recent development?.
As far as I knew the only requirement for a log was
1. If you opted for the "75% outside the office" scheme or
2. were part of a private car scheme receiving milage allowance

Anybody else come across this.
 
Hope I'm not going off on a tangent - but is it possible to reduce BIK by having business mileage using a different car than the company car?
