Bank has closed husbands accounts. Are they entitled to do that?

My husband owes 20000 to one bank. He owes much more to other financial institutions. He lost his business about 2 years ago. The bank in question told him they would close down his accounts if he didn't pay some money back. We are a family of 5 living in a two bed granny flat and not living the high life. He has been paying back 50 a week into this loan but discovered yesterday that they have closed down his 3 accounts taking 900 euro out of 1, 15 out of the other and 30 out of the last one but left in the government 30 fee for his credit card!! Are they legally entitled to do this? Is there any recourse to this or can we do anything?
 
Short answer is;;
Bank can close the accounts and transfer available funds against loans.

Can I suggest give AAM a breakdown of income- V - Debts, ie do a money makeover because you can get some good pointers on AAM.
