Attic insulation question?

Should an attic be completely insulated everywhere?
I believe the area under the water tnk should be left uninsulated but what about arround the sides where there are ventillation holes and arround dowlighters?
 
downlighters should have their own 'houses' that keep the insulation away, say a 4" tubular section or similar...

50mm ventilation should aways be retained at the eaves between the insulation and felt. do not cover the ventilation strips in the soffit.

What about wiring. There are always warnings regarding insulation contact with wiring?

The main issue here is polystrene type insulations.They react with the insulation of the cables, breaking it down.
Celluose/fibre glass, rigid pu are okay AFAIK.

Another concern to some is overheating of cables buried in the insulation,scoffed at by many electricians who i have spoken to about this issue.
Theory and practical not concurring:rolleyes:
