Are city rates (water rates etc)applicable on apartments which are rented to tenants?

Can anybody tell me if city rates(water rates etc) are applicable on apartments which are rented out to tenants?

The building is 4 story. The ground floor and first floor are commercial/office and the top 2 floors are apts. I know that rates are due on the office space but I'm not too sure about the apts.
