Access pension fund within 2 years

I'm intrigued by this line in an Irish Times article:
At present, you can only access your pension funds if you have been in the fund for less than two years, or ...
I have a PRSA, less then 2 years and am tempted to make use of this. However, I'm wondering about the 41% tax relief I received. Will I have to pay it now?
 
The line in the Irish Times referred to Occupational Pension Schemes, where it is possible to obtain a refund of the value of your own contributions if you leave the company within two years. The employer also gets a refund of the value of their contributions.

Such a provision doesn't apply to PRSAs or any other form of pension arrangement.

If the value of your PRSA is less than €650 and you have made no contributions you can apply for a refund, but other than that you have no access until retirement.
