1890 numbers used by State bodies - Cost of call from Mobile

Why is the Public Services Card Helpdesk a 1890 phone number? Most people have mobiles so this call costs them a fortune. For people on pay as you go phones this uses a big chunk of credit. Especially if you have to hold on for an operator.
Very few people have landlines now so why do State offices persist in using these 1890 numbers.
 
To suck more money from the needy in order to help fund unearned / undeserved public service pay increases. Just like the parking charges in public hospitals.
