Worked in Northern Ireland but no National Insurance number

A relative worked ~20 years ago, it was part time/ summer work (was also a post grad student) but legit and not cash in hand and worked for about 9 months - employer likely long gone though

When she rang helpline about 6 months ago they told her she had never had a NIN and to apply for one - she hasn't done that yet though...

Has anyone had this situation and manage to get from this situation to being eligible to buy years ? Would there likely have been any eligible contributions in this kind of employment?
