Wiring phone line extensions

Hi all,

I have the phone line coming into an eircom phone point in the hallway. Now I also have the phone wired to another room in the house. On the extension cable, it looks (via tests) that the line is being transmissed by the red and black wires. When I manually connect the bare wires to a phone plate and then connect the phone to said plate, I dont get a proper dial tone, more of a police siren!!! Though I still seem to be able to call out.

Any idea whats wrong?
