In the event of an ex-spouse remarrying following their divorce, would both surviving widows/widowers be entitled to a pension if the ex-spouse died?

Also, is there a residency requirement in ROI for the widow/widower at the time of claim?

Q1 is yes - edit to add provided the person claiming has not remarried.
Not sure on Q2 - checkout welfare.ie
 
The person making the claim must not be cohabiting either in order to make a claim for Widows/Widower's pension.

Contributory Widows/Widower's Pension can be claimed by persons living outside the state. Applications are made via the Social Security agency in the applicant's home country.

Widow’s, Widower’s or Surviving Civil Partner’s (Contributory) Pension

Widow's, Widower's or Surviving Civil Partner's (Contributory) Pension is paid to the husband, wife or civil partner of a deceased person. You or the deceased must have enough PRSI contributions.
