Who should pay for environmental tests on site?

Hi,
I am currently looking at purchasing an acre site to build a house. I had a pre planning meeting and they told me to get a series of environmental tests done before it could be considered. The estimated cost is €1800.
I asked the seller would he pay for same. He declined on the basis that he is selling subject to planning and has priced accordingly. I am reluctant to take the risk of losing the money if the site fails.
Wondering what anyone else has done in this situation or what is standard practice?

Standard practice is that purchaser pays.
 
buyer pays.

if seller pays, then s/he would obviously be selling with planning permission, which would be a lot more expensive than subject to PP.
 
what kind of tests are you talking about? is it to do with testing the ground to see what kind od ase[tic tank the land can support? if so €1,800 sounds like a rip off. my brother just got it done and it cost €600 and i thought that was a bit expensive. in relation to who should pay, it would be down to the buyer of the site as the seller would be selling the site as is.
